Because is what the client is hosted on but if the game is offline then everyone is just in online waiting rooms basically.

 make more room ... this is not a OBT is a CBT ... it is normal that they are all complete ... the first come first served ... I wait for they make more room for this cbt and i look all 4 hours for a reply
